Though it may seem like it, this phrase has nothing whatsoever to do with the young ones of dogs. 'Puppy' in North India is slang for 'kiss'.

"Give me puppy" can have two meanings :
1. Give me a kiss
2. I'm going to give you a kiss, whether you want it or not

Some overly-senti mummies can be heard saying this when dropping off their small kids at school, causing much embarrassment for the kids,as you can imagine.

Mummy to chunnu-munnu : "Here's your school bag, tiffin-box and water bottle. Don't fight with teacher ok! Now give me puppy"

*Mummy plants a wet one on chunnu-munnu, who looks positively mortified as he sees his classmates giggling at the sight*
