Definition

If something "Are there", it has substance and is worthy of consideration or merit. Au contraire, if something "Are not there" - it is lacking and therefore shun worthy.

Etymology: a professor of Mechanical Engineering in the early 80s used to lace his lectures with the teasing phrase: "There are so many things are there". In retrospect, I think he was alluding to unstudied depths of the subject that he still had to impart to us in the 55 minutes of afternoon attention we gave him and also the profundity of the ignorance he observed in our blank faces. In any case, this was eagerly seized upon to infinite variations of R There and R Not There to great glee and amusement, until it achieved eternal glory in the lexicon and vernacular of the IIT-Madras students.

Note: on Page 52 of the well-intentioned but flawed thesis on IIT Lingo, http://wiredal.wordpress.com/2006/02/27/a-thesis-on-iit-m-lingo/ , Student Slang at IIT Madras: A Linguistic Field Study written by Evelyn Richter, the author misdiagnoses the genesis of this peerless expression as follows: "One more grammatical peculiarity shall be mentioned here. In IITM slang, the use of are there is very common. “Grub Rthere in my room.”1, “Hazaar treat are there.” and “A: Is cam there in almirah? B: Yaa r there.” are three examples of its use. These examples show that are there seems to be a fixed expression while it can only be used as a question tag in some sentence constructions in Standard English. In the slang, it is used for “There is/are” disregarding the number of the noun which precedes it and which, according to Standard English grammar, should actually follow the expression. The ICE India files mentioned in section 3.4 showed that the word order “object + are there” seems to be commonly used among young people in India."

Usage

"Machan, his fundas R not there." - as in dude, this guy is a lightweight.

Or a brief muttered "R not there", when staring at your Calculus textbook would convey your grief at the immensity of the distance between you and your comprehension of the finer points of Differentials, Integrals and other species of their Ilk.
