Definition

The Sumangali scheme began in 1989. The word “Sumangali” in Tamil means an unmarried girl who desires to become a married woman. The scheme used by fabric mills in Tamil Nadu promises a sum of money to the girl after she finishes her tenure of service (about 3 years). A daily wage of about 60 rupees is also paid (about 1.5 USD)
Girls' parents, usually poor and from the lower castes, are persuaded by brokers to sign up their daughter(s).
Workers are treated very well in some cases, while in other cases young girls are under the control of the factory or the broker. It is often reported that the girls lived in captivity and suffer terrible abuses. Girls are often forced to work up to 12 hours a day, live in hostels with few facilities and are often subjected to sexual and physical abuse. Some factories fire the girls or make them resign shortly before they finish the three-year contract so as to avoid paying the marriage assistance fund, ranging from 30,000 to 50,000 rupees . These factories supply fabric to many of the largest retailers on earth.

Tirupur: The state- committee meeting of the CITU Textile Mill Workers Federation held here on Saturday has called for the abolition of ‘Sumangali Thittam' being implemented in various textile mills in the state.

CITU state president R. Singaravelu told The Hindu that young girls employed by the mill owners under the said scheme, with the promise of giving a certain amount of money at the end of the third year, were found to been exploited by the employers. “This is nothing but bonded labour,” he said. The girls from poor families who struggle even for their subsistence were mostly the victims of the scheme.

The scheme was originally mooted by mill owners more a decade ago to facilitate women from poor families to earn some money in order to get married, he pointed out.

“However, the scheme had become exploitative in nature and against the human rights of young girls,” Mr Singaravelu said.
