A person who (in most cases, deliberately) exhibits a wide range of theatrical emotions to achieve an entirely selfish objective. This is done in the presence of a reluctant audience who may not be familiar with this tactic.
In practical usage, the phrase is not in fact, gender-specific and may be used rather freely.
Usage
Inspector Thomas: Inspector Vijay, you are in charge of Special Force X95. Make sure you do a thorough reconnaisance of Mount Road and the 15 kilometer radius around it.
Inspector Vijay (petulant): Recce? Why is it always my turn?
Inspector Thomas: Just do what I say! Don't be a fucking drama queen!
