used to describe someone whose usage of the english language is questionably a bit too high or hoity-toity for the environment.
Etimology: Our ever green Dr rajkumar once said in one of his movies " Hi, i'm peter from petersburg". Thus, the masses found an epitome for anything american-high class in the form of this character.
