Today we use it to describe people who are really uncouth and socially inappropriate.
It's origins? Tamil! (paṟaiyar, plural of paṟaiyan) which literally means drummer (from a hereditary duty of the caste), derivative of paṟai, a festival drum.
Over the years it has found its way into the English dictionary and somehow the pronunciation has changed.
But us indians, we keep it real!
